The Baiyoke Building is the tallest in Bangkok at a little over 300 meters and 85 stories (info from skyscaperpage.com).
It is unusual that it has painted several upper floors as a community service billboard. I assume the Thai lettering above the billboard presents the same message. I do not understand the cartoon -- maybe I am not seeing it correctly (I need a lot of gestalt-shift yet to understand a lot of things in Bangkok).
